These changes resulted in the suspension of the constitution in 1981 and the banning of political parties. The economy declined, so Rawlings negotiated a structural adjustment plan, changing some economic policies, and growth recovered during the 1980s. A new constitution restoring multi-party system politics was promulgated in the presidential election of 1992, in which Rawlings was elected, and again in the general election of 1996. VUV detectors operate at ambient pressure and are thus not flow rate limited. GC run times can be reduced by increasing the GC column flow and oven temperature program rates. Flow rate-enhanced chromatographic compression utilizes VUV spectral deconvolution to resolve any co-elution that may result from shortening GC runtimes.
